Why a naive comma split breaks real CSV
Real-world CSV exports routinely contain commas inside quoted fields — an address, a description, a name with a suffix — and a plain split(',') shreds them into extra columns. This parser follows the RFC 4180 convention: text wrapped in double quotes is read literally (commas and all), and a doubled quote ("") inside a quoted field represents one literal quote character. Rows shorter than the header are padded with empty strings rather than failing outright.
