Three ways to think about percentages

"X% of Y" answers a direct question like a 20% tip on a $150 bill. "X is what percent of Y" flips it around — useful for things like "42 out of 60 questions is what percent?" Percent change compares two points in time or two states, like a price before and after a sale, and is signed: positive means growth, negative means a decrease.

What's the difference between "percent of" and "percent change"?

"Percent of" answers a static question (what is 20% of 150?). "Percent change" compares two values over time or between states and can be positive (increase) or negative (decrease).

Is a percentage point the same as a percent?

No. Going from 10% to 15% is a 5 percentage-point increase, but a 50% relative increase (5 ÷ 10). Financial and political reporting frequently conflates the two, so it is worth checking which one a source means.

How is percent change calculated for a decrease?

The same formula as an increase — (new − old) ÷ old × 100 — just comes out negative. A drop from 80 to 60 is a −25% change, not a −20 percentage-point change.
