Why the range depends on starting BMI
The Institute of Medicine's guidelines scale recommended weight gain inversely with pre-pregnancy BMI — someone starting underweight is advised to gain more to support healthy fetal development, while someone starting in a higher BMI category is advised to gain less, since they're carrying more existing energy reserves.
